Aerodrome Safeguarding. The Air Navigation Order requires aerodrome licensees to take all reasonable steps to secure aircraft safety on or near the aerodrome, but provides him or her with few tools with which to do this. Aerodrome Safeguarding is one of these tools.
So, it might be argued that if he fails to establish a Safeguarding process, the licensee is not taking "all reasonable steps". Similarly, if he fails to ensure his staff are trained to perform the task effectively, it might be said that he has not taken ALL "reasonable steps". Although computer programs can perform the mechanics of aerodrome safeguarding speedily and effectively, a full understanding of the process is essential when dealing with Local Planning Authorities and others whose interests are not those of the aerodrome. The task relies heavily on a competent knowledge of CAP 168 and, excepting Northern Ireland, on a clear understanding of particular Town and Country Planning Circulars.
